Payroll & Compensation
Payroll has become a more demanding control environment as remuneration structures, statutory calculations, deductions and third-party payments converge in the same process. Modernizing this environment is less about accelerating the pay run, but rather ensuring that changes to employee pay flow accurately through calculation, reconciliation, submission and payment.
That control bar is rising from two directions at once. A late EMP501 can attract an administrative penalty starting at 1% of annual PAYE liability, increasing monthly to a maximum of 10%.5 That is one downstream consequence of weak controls between payroll output and the statutory obligations that follow from it. Workforce Management
Workforce management becomes harder to standardize when employees work across sites, shifts, and roles with different scheduling, attendance, and pay conditions. In South Africa, that often includes bargaining-council layers whose scope depends on location and activity rather than job title alone, with wage and working-time rules updated more than once a year.6

In South Africa’s skills-scarce market, replacing a specialist can cost between 30% and 200% of their annual salary.1 That makes employee experience harder to treat as a soft HR concern. Workforce Planning & Data
Boards are asking harder workforce questions about capacity, scarce capability, and whether people investment supports business priorities. The reporting record still lags that demand. In a peer-reviewed study of 240 integrated reports from South Africa’s 30 largest JSE-listed companies (2013–2020), human capital disclosure quality averaged only 2.36 to 2.53 out of 3, and human capital received secondary emphasis relative to other capitals.10
Governance expectations push in the same direction. HR and payroll systems hold some of the organization’s most sensitive information while also controlling changes that can directly affect who gets paid, how much they receive, and where those payments go. As HR processes become more digital and connected, governance depends on whether access, approvals, and changes to employee and payroll data can be controlled and traced within the systems themselves.
The scale of payroll-control failure is clearest in the public sector. A 2025 government review estimated R3.9 billion in possible annual payroll fraud across South Africa’s public service, based on a modeled compromise rate of about 1% across roughly 1.3 million employees, and prompted physical verification of people recorded on payroll.12
Outside government, the same ghost-employee mechanism appears in named private cases. A Tsogo Sun Casino matter involved alleged ghost employees, 259 fraud counts, and approximately R4 million, with an HR employee among those charged.13

Modernizing the HRP tech stack is the work of connecting those layers, not collecting newer applications. The comparisons are organized by layer because that is how software is bought. The stack still has to operate as one process from hire through to pay and evidence.
HR should keep two tests in view: whether the platform can do the job of its layer, and whether it can pass a controlled, reliable employee record to the layers around it. A platform that fails the second test recreates the spreadsheet joins the modernization was meant to remove.
